Public Procurement Officer

The public procurement officer makes sure the training center receives drones, spare parts, communications gear and training equipment on time and in line with the law. The officer runs procedures in Prozorro, the national electronic procurement system, from the annual plan to a signed contract: prepares documentation, evaluates bids, selects winners and tracks contracts.
Responsibilities
- organising and fully supporting public procurement for the center's needs;
- running procurement through Prozorro in accordance with the law;
- procuring drones, components, spare parts and tools, and communications equipment;
- procuring training equipment, consumables and services;
- preparing the annual procurement plan, announcements and tender documentation;
- evaluating bids and determining the winners of tenders;
- administering contracts, supplementary agreements and procurement reporting.
Requirements
- higher education, preferably in economics, law or management;
- knowledge of the Law of Ukraine on Public Procurement and of the government resolution on procurement under martial law;
- hands-on experience independently running procurement in Prozorro;
- understanding of budget processes and contract work;
- confident computer skills and use of electronic document management;
- integrity, honesty and attention to detail.
Conditions
- service under contract or through mobilization; transfer for those already serving in the Armed Forces of Ukraine, subject to their commander's consent;
- monthly pay from UAH 20,000 to UAH 50,000;
- uniform, equipment and meals provided;
- annual paid leave and statutory social guarantees.
