Public Procurement Officer (Prozorro)

The public procurement officer covers the training center's needs through open tenders: runs procedures in the Prozorro electronic procurement system under martial law rules, prepares tender documentation and manages the resulting contracts. This is document-heavy work with constant communication with suppliers and preparation of materials for audits.
Responsibilities
- conducting public procurement for the needs of the training center;
- running procedures in Prozorro with regard to martial law rules;
- defining requirements and drawing up the unit's annual procurement plan;
- preparing tender documentation, announcements and draft contracts;
- reviewing bids and managing the contracts that are concluded;
- communicating with suppliers and handling requests and claims;
- preparing materials for inspections and audits by the State Audit Service.
Requirements
- experience as an authorized procurement officer in public procurement;
- knowledge of the Law of Ukraine “On Public Procurement” and Cabinet of Ministers Resolution No. 1178;
- hands-on experience with the Prozorro electronic procurement system;
- higher education in economics, law or management;
- understanding of the rules for handling restricted information;
- stress resilience and the ability to work to tight deadlines.
Conditions
- service under contract or through mobilization; transfer for those already serving in the Armed Forces of Ukraine, with the commander's consent;
- monthly pay from UAH 20,000 to UAH 50,000;
- office-type service, uniform, equipment and meals provided;
- annual paid leave and statutory social guarantees.
